Hum can be, but another interpretation it's possible, they can be singing about the modern world, how all things are so near, how is everything so fast. A thing that in past was only a dream now it's reality.

I think both interpretations are plausible. Excellent song though, Franz Ferdinand it's a great band and their new album sounds really good ;).

Note: there's another song on there new album about dreaming: dream again. And yes, the new album is awesome.
