      Nope, chavs are a global disease. You can fix it by burning all stupid looking caps, and giving them all top hats. For example.

      Guy with cap: chavchavchavchav
      Other guy takes away cap and gives guy top hat
      Guy with top hat: By jove, I have depth now!

      Actually, dutch chavs do not neccesarily wear the caps all the time. But they are as trashy and chavvy on all other accounts. Here they either wear caps or have short spikey hair with highlights.
