Yes, and this particular type of accent (I forget which region) is my absolute favourite. If I could have any other accent other than my own, or perhaps an Irish one too, I would DEFINITELY have that accent.

There is another scottish radio show that does prank calls every morning. The show is called The Real Breakfast show. On Real Radio.
It is the best thing to listen to in the morning. He calls up people, he makes it dead convincing that something has gone wrong. The person being pranked gets dead pissed off, then he reveals his identity.

It's hilarious to hear how that accent is interpreted from a non-Scot. :D Though I would not like to generalize, that accent is usually associated with the uneducated, junkies and those who would rather live on benefits.
I do not believe this is true for all, but there does seem to be a correlation.

Non Educated Delinquent
Neds are social creatures, usually sighted in groups near the local shop. They are nocturnal. They tend to hibernate through the week and come out of their lairs on the weekends to prowl the streets for their prey, "Bucky".
Territorial in nature, they have a variety of calls, including "haw haw haw" and "here you ya dobber!" The ned with the loudest call is the leader of the pack. Neds are often seen wearing tracksuits, with caps on their heads and nike trainers on their feet. Though in some cases, they can be seen wearing hoodies, usually when they plan on committing a crime. The ned's only predator and most dreaded enemy is "the polis"(police). When captured by the polis, the ned is dragged back to the lair, where they are charged for their offence and then released.
And by the way, I liked the video. :D
While my definition was more along the lines of attitude than mannerisms, I agree for the most part.
slash112 was right that a lot of neds do sound like that, but he was not correct by saying it's exclusive to neds. Many 'average' folks speak that way too, slang included.
Hooray! Neds have made it into the dictionary, along with a few of their commonly used words. Scottish slang is becoming more popular, i'm so proud. :D According to that article "non-educated delinquent" is what it stands for.
And I agree with Amoeba, you don't have to be a ned to speak slang.
