Calling it a black hole is kinda missleading since that term is usually reserved for singularities.
This is really just an elaborate kind of lense, but it's still cool.

But yea, I kinda agree with above. I don't think you could call it a black hole.
Sure, it has a similar concept of what happens, but not how it happens.
It's a hole, and it's completely black cause no light escapes it (or, you know, it will be when it's perfected.). I don't have any problems with calling it a black hole.

It's not a hole, it's a cylinder or sphere of a glass like material with a smoothly increasing refraction index towards the center. It doesn't bend light in the space around it or anything, only within itself. It would just look like a piece of black glass.
It achieves the same thing that a magnifying glass does when carefully aligned with the sun and something to be heated, but with the advantage of focusing light from all origins around it at it's core, with no need for alignment.
If you're expecting to see light warping around it as if it's an event horizon or something, you're gonna be disappointed. It's just gonna be a black cylinder.
