Option 2 states: "Option 4 will have the least votes."
Option 3 states: "Option 1 will have the most votes."
At the time I posted it... both option two and option three were "correct" as option 4 DID have the least votes, and option 1 DID have the most votes, and therefore they both "win."
Now, option 3 is the only winner, since option 2 is no longer "correct."
