It's...rather obvious that "ho ho ho" is meant to be "hoh-hoh-hoh", the jolly deep type of laughter.
Oddly, santa actors are lazy and untalented, thus they just blatantly say "ho ho ho", which sounds...odd, really. But still, those silly Aussies with their silly law making. :P
