Well, I found a forum with someone asking the same thing...
I'm guess it is just fan art. On one of the pictures I have, on the arm of the girl, it says Cross Cat. But googling that gives nothing.
My other lead to go off of was that someone mentioned that one of the girls looked like a girl from Melty Blood which I believe is a Visual Novel/Fighter Game. I've read about it before, and there arn't any cat girls in it.
So, for now, I'm going to say it's just fan art. I'll look around for it sometime later.
Thats quite a relief, though it seems a disapointment to waste a thread with such good momentum...

Original Video Animation, just a new part or set of episodes for an anime, that is usually made as purchasable DVDs only. And they made a 40min OVA for Lucky Star.
It was to be released in October, but apperantly, the raw version of it has already gotten out in Japan.
(I have no idea how to define an OVA, I just think of it as an extra part C: )
Now someone just needs to sub dat shit and then we who only say stuff like kawaii and konnichiwa can also understand it :V

OVA is like an extra episode to a series. Usually they give a little more info on what happened or they are just there as a fun little episode.

I also believe that the Manga is much longer than the Anime. The Anime only has 13 episodes plus an OVA which is considered episode 10.5 or 14. It gives more info on Lucy's past.
I'm not really sure which to recommend looking at first since I haven't read all the of Manga.
Be warned though, Elfen Lied has lots of gore and nudity. There are some psycological things in there too that might get some people. If you can get past the gore and other stuff, then you can really listen to the story line and see how much of a sad story it is.

The OVA gives more info on Lucy's past.
