no it isn't

there's a beautiful little loophole

it's only illegal if you do it with the intent to render the money useless/unusable as currency, like scribbling all over the entire thing or covering over the numbers or something like that

this is fine

you can even write "FUCK BUSH" on a dollar bill and you can't get in trouble for it, because it doesn't detract from the bill's usability
