Well, there are plenty of free web hosting portals but in general...a site isn't something private. The need for a website arises when you want to show something to the public online. Chat with friends is easily (and more comfortably) achieved through instant messengers that also let you send files and even play games.
But if you have your mind set on making a site...hm, then I'm useless because I'm not aware of any free hosting portals around nowadays.

If you're trying to chat/conference or something, you can just use something like SightSpeed. If you want a more serious website to keep in touch with, and insist on the whole thing being completely private, and if you know what you're doing, you can always set up PHPNuke. Think of it as your very own slashdot.
...but if you're just keeping in touch with people... why not create a private facebook group?
A flash(swish) based website (possibly with the use of Autoplay Media), would enable you to restrict unrelated members of the general public.
Well, to make it hidden, you would need to do one of two things:
1.) Get and obscure webhost
a. Do not link it to search engines
b. give it no meta tags
2.) Create a website in Html, Xhtml, or w/e
a. use an sql database to send and recive information
b. create a simple client to connect the webpage to another computer
c. give your friends the webpage
Even better (and cheaper), don't by a domain name and just link to your IP.
Cheaper and more obscure still, don't by hosting either. Host it on a local server (you can just run a free one on your Windows desktop PC, such as XAMPP), give it an obscure port number, or even better, and random one each day.
