You've turned on Num Lock. Turn it off.
On laptops, NumLock makes the right-side keys be numpad keys for input to programs designed for regular keyboard input.

when i hit nm lock it doesnt turn off- I am using my psp web browser to write this.
On HP laptops you have to hold the [FN] key while pressing the NumLock key.

Remove your keyboard and check the mechanisms under the keys for anything that is causing physical or electrical interference. You may have a dirty keyboard.
