Pc problems
I think my power supply is broken. I constantly hear this humming coming out of my pc. I already checked and saw that the fan of my video card is rotating allot slower than it normally should do. I also see that my video card has a temperature of 75°C (=167°F) which is far above normal.
Isn't there any app to check how many watts my pc is using because I think there is a problem with my power supply which causes a power loss.

You don't need to check the total wattage, you need to check the voltages on the lines, esp. the 12V line. You can do this with software. Your BIOS might also provide this information, but not necessarily.
Usually your graphics card should be able to adjust fan speed independent of voltage though, since it's controlled internally and not voltage-regulated.
Motherboard Monitor should be able to do this. There are some other programs as well, but this is what I remember off the top of my head.
If your voltages aren't close to 12V/5V/3.3V there is something wrong it.
Post the general specs of your rig and how many max. W your PSU can supply in total.
