Popular wisdom suggests that if you can see through your eyelids you're already dreaming, however I have had many occasions where I see my room, or some scenery, and yet fail to enter the dream.
Any suggestions on making the transition? I feel so close that it's a bit maddening.
Have you tried getting up and walking away? For me, this is one of the situations when I need to go to the dream. And I do that by getting up or rolling out from sofa or bed. The moment I do that, I feel the change and I feel like I'm inside of a dream lucid.
When I see a scenery, I pick a spot on the ground in the scenery and say slowly and deliberately: I... am... there. Then I feel myself moving there and when I touch down, I feel the change into a 3D environment and I'm inside dream lucid.
There is a difference, how my room and scenery feel to me.
Room - I know it's my room right next to me and if I get up, I walk into my room.
Scenery - it has a feel of a dream, that evolved from HH images. I don't feel it's right next to me. Maybe next time I see this, I will try to get up and walk into it and see what happens.

I'll try it but I think an issue is that I get hypnagogia ridiculously quickly after lying down to attempt, I'm not sure whether I'd be deep enough into sleep to be able to simply move my dream body.
Typically my progression is:
random thoughts
phosphenes
faces, images
(sometimes) auditory hypnagogia
body starting to numb
limbs twitching and weird (though not unpleasant) 'shocking' sensations in my head
If I get this far I'll start feeling hot rushes in my body and my hearing seems to internalise, imagery intensifies into tangible pictures and scenes, dreamlets. But it's pretty difficult to stay aware while not keeping myself awake at this point.
Am I basically close?

When you see the dreamlets, and when one dream fills your whole field of wiew, that's it. You are already there, just need to do something to enter the dream.
I'll get tricked almost every time when I see my room. I'm still thinking clearly, doing my mantras, thinking what to make for dinner, and I notice I see my room. I feel it's normal, because I'm still awake, right? Only I'm not awake, I'm dreaming, while still thinking consciously. Well, for this, I have mantra "when I see my room, I get up". This triggers understanding that I should get up. I really feel like I'm still awake, but take a leap of faith and stand up. The moment I stand up I realize yes, I'm dreaming.
Sometimes it happens, that I already see the dream but I'm still too awake. Then I tell myself I have 3 seconds to fall asleep for this to work, but usually I wake up right after entering the dream, because I was not asleep deeply enough. For this, I would have to manage to stay at the entry point for little longer to fall asleep deeper and then enter. But I'm not there yet.
Lately, I get vibrations more often than images or my room. I do the same. I get up or roll out - more often roll out. Again, leap of faith, because I'm still thinking clearly at this point, but as you say, I also feel it in my head, some kind of a shift, and then i know I'm not awake anymore, just aware.
Yeah it's weird, because my internal monologue is still so active and I basically feel awake, I don't think it's time to transition.
