I've noticed in the afternoons, I tend to become "drained" like I need to sleep immediatly, but it lasts for about 1/2 hour and it happens every other day.
What does this mean and can I WILD from this?

It might mean that you don't sleep enough in the evenings. I have this myself sometimes, I don't sleep much in the evening. Then when I wake up I'm tired, but this stops as you go further on with the day, but in the afternoon you start to feel tired again. I'm not sure if you can WILD from it, but if you're tired you can sleep so you could certainly try. Then it's like a nap, I ready that naps can be useful with lucid dreaming.

I am getting my 7-8 hours sleep (ideal for me)... It's always been like that. Just on and off for no more then half an hour every other day.
Well, if you get up before 8am and you stay up, then yes you will be tired by the afternoon or early evening, and yes you can definitely wild from this, that's what the wild tutoral will tell you. You can wild during the night after a few hours of sleep, and during a nap, i've had a successful wild during a nap recently.
Let me be a bit more verbose. I can't WILD atm anyway... not sure why. Even at night with all distractions gone, I can't.

well the reason you feel sleepy in the afternoon is because you dont get sleep at night (duh). but its definitely good for WILDing. I've had a few wilds during afternoon naps, and they are really good because its almost instant REM and you wake up from them instantly so its easy to remember then and write down quickly. hope this works out for you. and get more sleep!
