I'd give MoS and Ynot admin rights and root access and let them fix whatever was wrong.

I would fix the crappy server, first and foremost. Then, I would scrap flashchat and replace it with something that actually WORKS on a regular basis. From there, I would appoint mods pretty much like Mini said. Oh, and I would make sure that someone who knows what the hell they're doing is able to go in and improve the site as needed.
