Adobe Flash maybe? You could import the video and change how many fps to edit
Depends on what editing you'll be doing. Why not After Effects?
Adobe Premiere Pro is very good.
I use (for more simple stuff) Sony Vegas.
As exhalent said, you could try Adobe Flash CS3
Quicktime Pro will do that nicely.
I want something where you can select a frame, overlay (or draw) an image, go to the next frame, draw the image and save. A sort of overlay that is as manual as possible.
With flash CS3 you could have the avi on one layer and draw something above it in another layer, frame-by-frame at the speed you want it to. It is very good for animation.
What about Photoshop? They do South Park in Photoshop frame by frame.
