Quicktime Pro will do that nicely. |

I want something where you can select a frame, overlay (or draw) an image, go to the next frame, draw the image and save. A sort of overlay that is as manual as possible. |

With flash CS3 you could have the avi on one layer and draw something above it in another layer, frame-by-frame at the speed you want it to. It is very good for animation. |

What about Photoshop? They do South Park in Photoshop frame by frame. |
