You didnt describe exactly why you cant enter the dream, is it because you become scared or focused on your breath or thoughts or something? Or is it because you are just laying there vibrating without the dream onset?
For the first case I dont have a solution, similar thing happens to me, especially when I'm wide awake. Sometimes I can overcome this by visualization.
In the second case, if you are genuinely experiencing "vibrations", you may force the dream onset by doing one of numerous thing: imagine yourself in a dream location, visualize/feel your dream body doing backflip, try falling through the bed...
