I don't think there's a real best time to take a nap, though I wouldn't do it too close to awakening, or too close to your regular sleep time. Whenever you feel like you could nap would be good, I guess. In some cultures midday naps (like siesta's) are very much a part of daily life. Certainly, after a meal the body often gets a little tired for many people.
The reason why napping works is, in my opinion, that you tend to sleep a lot lighter. Your body doesn't go into deep sleep, so your consciousness isn't quite as deactivated as it normally is. This in turn should allow you to recall dreams much easier in naps, and indeed have an easier time become lucid as well (whether its DILD or WILD).
