Hey. I'd like you to know that that is one of the problems that I have with guns in dreams. They malfunction at times too. =P
In general I’d say that O’nus is right about some level of post-traumatic stress involved.
Second, there is a wide range of means that your dream could mean given the current information. To elaborate take these two examples.
1. A reluctance to shoot. Either since the war is over or you just don't want to. There's some part of your subconscious holding you back.
2. Polemically, if you really want to do something, your subconscious won't let you do it. I couldn't reload my gun for anything when been chased down by zombies in a dream. This is what makes certain nightmares scary. You can't operate parts of your body or items that you have with you.
These two all both valid conclusions someone can draw about your dream when given only a description of it. And as you can see, it really is difficult to make specific assessments without more information.
