1. LaBerge did come up with the mantra you mention (or at least wrote it down first), it works by a pocess called autosugeestion. Basically this means as long as your mind accepts and hwolly focuses on the idea as reality it will become reality (providing it is actually possible for you to make it happen), the repetition of the mantra is all about getting your mind to focus only on this idea. The subconscios part of your mind does know when it is a dream and when it isn't, otherwise your physical body would also whatever your dream body did - you would wake up in some very strange places and situations!
Definately the best approach is to come up with your own mantra, the mroe meaningful it is to you the more effective it will be so feel free to add or change anything in it.
2 & 3. Even though your body may not physcially need to go to sleep at any partiuclar point, 99% of the time you can get it nito the right state where with your intention to, you can fall asleep. E.g. If you put someone into a hypnotic trance you can then make them fall asleep from that state very easily regardless of how tired they are or when they last slept. However if you aren't tired you will likely only remain asleep for a short period though. And obviously the more tired you are the quicker and easier you'll enter SP and the dream state. The other side of the coin is the more sleep you've already had, the longer and more concentrated your REM dream periods will be once you fall asleep
There's a whole bunch of htigns you can do to help get your body into the right state to fall asleep even if you'r enot particulary tired; Self hypnosis, Meditation / relaxation exercises, Brianwave Entrainment.
Sorry can't help with 4, but imagine the more you practice you have getting yourself into the Sp / OBE state the quicker nad easier you can do it. meditation is always good general training for discplining your mind to achieve particular mental states at will.
