I have a few things that I do to fall asleep, and I don't have much problem.
1) stop drinking cafeinated beverages 5-6 hours before heading to bed. Technically it should only take 4 hours to clear out the caffiene, but if I've had too much during the day, it does take longer. (I have tricks for cutting down on caffeine consumption without cutting down on the benefits if you want them)
2) when getting to bed, I review my day, noticing each mistake or missed opportunity. I forgive myself for each one as I go.
3) I think of things that I need to do, and promise myself that I will take care of each one. (Note this doesn't work if you don;t trust yourself. You can substitute writing them as action items in a planner if the promise isn't satisfying.)
4) if I need to, I do a relaxation exercise (visualizing energy rising through my body, light coming down, tightening and relaxing each muscle, that sort of thing)
5) I close my eyes, and relax. Rather than trying to blank my mind or cease to think of anything, etc. I watch the blackness of the inside of my eyelids for images. It's much easier to clear your mind if you set yourself to be a specatator...
Anyway, those things work for me, I have been able to fall asleep within a few minutes at will for the last few years, after working those steps out.
