There have been a few occasions where I had to build my recall up from scratch...
I try to wake up anywhere from 15-30 mins earlier than I am meant to, so I have the extra time to devote to recalling.
If I can remember absolutely nothing, I will ask myself, "How am I feeling right now? Is this different from when I went to sleep last night? Did something happen yesterday that influenced the way I feel now?" In my dream journal, I record how I am feeling. I try to think of things in waking life, or things I've dreamed of in the past that have caused me to feel this way. Sometimes, that will snap back a scene from last night, sometimes it doesn't.
I generally get two different types of feelings when I wake up. I get "The Black Void," in which I can tell that my dreams were merely thoughts running through my head all night. There were no images/plot/people whathaveyou. In these cases, the feelings technique is all I'm really going to get, so I write what I have and start my day.
The other feeling is the "On the Tip of My Tongue" feeling, which describes how it feels for me when I know I've had a dream, I have a vague picture in my head that is really cloudy. Sometimes I get just a colour, or an object or an idea of what I might be looking at. So I take and try to pry open the scene up. What's that colour? A wall, A chair? A beach? I keep asking questions, trying to get that lightbulb that opens up the scene. I ask if certain people were present. I ask if certain plots were present. What was on my mind before I fell asleep? Did it manifest itself?
If I get the lightbulb and the scene opens up then woot!! From there, I can start reliving the dream backwards and recall as much as I can.
I handwrite my journal, so sometimes I have to keep my notepad beside me as I recall new things. I have to stop, write a note about the new thing, and continue on
