What do you consider the worst?

I'm trying to find the top 12 worst criminals, animal pests, bug pests, and types of litter in cities/towns/villages and in what order their severity would be. So, top 12 types of criminals, top 12 animal pests, top 12 bug pests, and top 12 types of litter. I'd do a poll, but that wouldn't be adequate. Please either tell me some of what you consider the worst, put them in a 1-12 order, suggest others not on the list, or even suggest what should be eliminated from the list because it is too similar to another. This is for a game I'm making. I'm going to make 12 "cards" for each category on which I'll write these on and give them a severity rating from 1-12. Each player will have one of each category and will try to exchange their cards with other players and the person with the lowest combined score wins after 3 swaps. There are more than 12 because they are just options I thought of to pick from. You can choose 12 of the ones there or modify them to fit what you think the worst is or add to the list. Squirrels because every site I've found with animal pests list squirrels. I'm just trying to get the broadest general idea of what is considered the top 12 worst of each category and in what order.

I don't think drug dealers really belong with the worst class of criminal unless the drug dealer combines his trade with other crimes.
