I'm pretty sure that they're long since tied to some marketing agency. I mean... cleavage, sub-standard humor and outlandish claims about a New Internet Order... not very innovative, but they still manage to get those 6-7 digits on the tubes... then it'll be like LonelyGirl15 and soon you'll see them in shampoo ads. Ahh, the internets...

Let's suppose every existing ISP adopted a tiered system. In that situation, it would be very easy for someone to create a new and internet freedom friendly ISP, blowing off the competition and making lots of money.
