to all of those who use GIMP, if i have an image file loaded in, how do i apply a shade of color to it? Like if i want to put a blunt tint/shade over the image, but still be able to see the image clearly |

I don't use GIMP, but I would assume you want to create a new layer above the image, and fill it with the color you want. Then change the overlay type to whatever looks best and mess with the Opacity settings. |
