Melatonin isn't illegal in Canada. You can buy it at the local grocery store.
Lucid dreaming isn't a side effect of melatonin. What it does, is if you take it early in the night (1 hour before bed-time is recommended), it suppresses REM sleep in the early stages of the night. Once the melatonin clears out of your system (over the course of the night), this then causes a REM re-bound. Your REM sleep periods become lengthier and this often leads to an increased vividness in dreams. Increased dream vividness is very useful for recognizing that you are dreaming.
3 mgs is a good dose to start out with. When I started out, I tried 5mgs, and actually caused myself some insomnia. 3mgs works best for me.
