Very effective Method of Detecting REM, Lucidity, and WEC

I have come across a recent study (2009) that shows what looks like a very much working method for detecting the states WEC (Wake Eyes Closed), Lucid, and REM. Couldn't we make a device where the intensity of cues steps up until the desired state is reached and then stops? Couldn't said device also deliver lucidity reminders if lucidity fades?
