Websites are fairly cheap, I'd say it will cost you maybe $30 to start up and then $20 a year, depending on how much storage and traffic you have.
Designing a website is actually fairly easy, and if all you need is a portfolio for you to put your stuff in, then you could design it yourself pretty easily with just a few hours of reading about HTML and CSS. Unless you want a really good uploading solution (putting your stuff on the site), then you're not really going to need to learn anything like PHP or javascript or other crazy stuff. It should be fairly cheap to get somebody to do it, and I wouldn't be surprised if somebody on here would do it for you for free. I have a design somewhere I used for my own website, that I could give you, just as a reference maybe.
