Oblivion is in my opinion THE best game I have ever experienced. Mods allow for the user to basically shape his or her own game system. I don't know of many other games despite the ones you've listed that are released. I do know that 'Spore' will allow heavy modding similar to that of Sims2, in fact I recall Wright saying that modding is going to be one of the major highs of Spore.

      Garry's Mod. - http://www.garrysmod.com/

It's a source engine sandbox, and the amount of user created content is staggering. Mods, models, scripted entities, etc etc.

Alright, here's my list of games that I know are customisable:

      The Sims 2
      Morrowind
      Oblivion
      Half Life2

Games I'm not sure if they are customisable:

      Rollercoaster tycoon 3
      Sim City 4
      battlefield 2142
      Halo 1
      Fear

Games that I'm wanting to get that may be customisable:

      Doom 3 + expansion pack
      Oblivion expansion pack
      Spore

In terms of mods, there are many games which offer player made conversions. This is evident (as I see you already know) in games like half life 2, where there is quite a large modding community. Such mods can be found at www.moddb.com

Games such as Oblivion, Morrowind and The Sims work with what are called 'plugins', where one simply 'plugs in' these modifications to their existing game to either expand, modify and define their own unique gaming experience.

By searching mod db you'll definately be able to find quite a large number of modded games. I'm yet to find a game which offers more freedom than Oblivion does.

      Half-Life 1 (although and outdated) and 2.
HL2 Mods that have come out or are coming out:

Fortress Forever (Team fortress classic for half-life 2) (not yet released)
      Dystopia
      Eternal Silence
Zombie Master (kinda crappy for now)
Age of Chivalry (Haven't checked it out at all but know it exists)
And many, many more. Worth checking out if you have HL2.

As said before, HL1 and 2. SimCity 4 is somewhat moddable, in the sense of that you can have addons. Not total conversions though. Same with RCT I think.

Oblivion has a great modding community, and if you get the PC version you can enjoy these countless mods (although I prefer the controls of the X360 vers.).
      If you're getting HL2, get Garry's Mod 10. It's only $10 + VAT (like $1). It's basically a mod for HL2 which is totally moddable. It's a moddable mod.

If you have a PS3, LittleBigPlanet. It's like the whole game is created by the fans, for the fans.

      This should be in Entertainment.

Neverwinter Nights had a really good editor, so I guess that had a few good mods. Unreal Tournament 2004 is good for mods.

RE: Oblivion. I made a mod for Morrowind, "Cutlery Forever". It made all cutlery equippable, so you could whack someone round the head with a ladle and such. Also included was a new race, Curried Nappy (don't ask), which was a golem constructed of varied pieces of furniture, and several new character classes.

No, you can't download it. A third party publisher discovered it and you can buy it on Amazon or somewhere for $9.95. I get about $3 from every copy sold.

That was a joke, but the mod, including Curried Nappy, is real.
