Question about Facebook

I just recently got a facebook account and I've noticed that you cannot change your birthday year. I've read that because of security reasons you have to send a request into customer support and see if they deny or allow the year to be changed. My question is , is this on everyone account ( not be able to change the birth year? Or to the people over 18 are you able to change your year section of your birthday. I have people telling me they've made a mistake and they can't change it and then to my friends who are 18 and older are allowed to change their date ( like thier able to click and drag the date) instead of going through the trouble of contacting facebook. So to those who have facebook are you able to change it?
