Use a different compression method. You have it compressed as jpg, use png or the new microsoft one.

I use Paint to alter image sizes and when you save the document, there's a drop-down menu under "Save as Type" and select .PNG. Then you can upload it onto Photobucket or another image hosting site and use it as your sig pic.
