The way I see it, there are lots of possibilities on what it could be. Here's the scale I see of the most obvious possibilities, ranged approximately from most assumptions needed to believe it, to least.
Things requiring too many uncommon assumptions to be worth discussing in detail.

Your sister is directly in communication with you. Her prediction is accurate, down to the exact name and time.

(Personally, I consider everything above here to be extremely unlikely.)

If you expect us to prove one to you, you're going to be disappointed. If you already have faith in one of the assumptions that allow the items on this list higher than the absolute bottom to be considered possible, than no one can prove to you that that one and those below it are impossible, since disproving things involves proving a logical conclusion, and assumptions of faith aren't based on logic.
As for what meaning could be stored in a name besides the obvious, I can think of a few things. You could look at the origins of the name, to find what they originally meant. A quick google search says that Richard means "brave power", and Whittaker means either the north part of a graveyard where criminals or poor people are buried, or 'the north-east part of a flat or shoal--the middle ground'. You could also look to see what famous people carry that name, and see what qualities or interests they have, google brings up many people here, but few really famous ones, the fist being in charge of an art museum. Personally, I believe that it probably means nothing, but like I said before, it's nothing that I can prove, just the logical conclusion of my assumption that few dreams ever actually have any intended greater meaning.
