      Yet Another Possibility

      Unless you actually pulled the head out of the toilet and verified it was a "real human head" then it could have been something else. Maybe a dummy head with a wig. Someone playing a bad joke that no one even your parents cared to want to share with the police.

      Was there blood? A severed head would leave a lot of blood. There would have been blood everywhere.

      I suspect a very bad joke. Unless your making this up because its weird.
