You can never really be too young. The younger you start, the better really. I'm also in my teens, I'm seventeen now, and have been (trying) lucid dreaming for about three or four years now. Unfortunately, I lack the needed comittment, so I've only had like three and they were all low quality.
Having a good recall doesn't necesarily help lucid dreaming in the sense of becoming lucid, it's just you need to have good recall in order to remember the lucid dreams. If your recall sucks, you might not remember your lucid dream, and think you didn't have one. It can help to obtain lucidity though, because you should start to notice certain things in your dreams that you can begin to relate to dreams, so as soon as you see these things (dream signs), you realize you must be dreaming.
Anyways, as for how long it takes, it's different for everyone. Astral projection I would say takes a bit longer then lucid dreaming. I'd say try lucid dreaming for awhile longer, until you've mastered it a bit more, and then try astral projection. Some people will have lucid dreams the very first night they try, it all depends on your mindset and your dedication to it. If you really want to have them, and you really work at it, it shouldn't take long at all. The part that I find takes the longest really is developing your dream recall, but you seem to already have that under control, so you should be good to go.
