Sometimes it does happen to me, I don't know why.
Usually I find it easy to conjure up just about anything. But sometimes it's like I'm not convinced, hence it doesn't work.
When such things happen, I go back one or two steps, and try simple tasks such as walking through an object or a wall. Being able to do so helps me to become grounded into the dream.
Only then can I re-attempt more complex tasks like making people appear, changing a scene.
So, I recommend what many people in this forum have said on several occasions : if you become lucid but nothing seems to work, go back to basics — touch objects, look around, get the feeling of the dream.
And talk to yourself. Say : "I'm dreaming, this is my dream, I like this dream, I feel good".
