This is old, and all a pile of steaming pseudoscience, I'm afraid.
I've seen this vid before, it's kind of hilarious if you know any science at all. Fox News has the most shoddy reporting ever. It's terrible, even compared to the little that I saw whilst in America.
Okay, let's recap:
'It's HOTTER than the SURFACE of the SUN but feels COOL TO THE TOUCH!!'.
OMG RLY!?!?!
Yeah, because fingers are made of magical jelly powder which refuses to melt!! Yay!!
And he actually measured the temperature! He didn't just make up that statistic with no experiment whatsoever!
Lame. Next?
'Only seconds to LITERALLY burn a hole through CHARCOAL!!'
OMG R U SRYS!?!?!
It can LITERALLY burn a hole in one of the most easily combustable substances on the planet!?
Pass.
'GLOWING LIQUID METAL!!'
...which retains its spherical shape, too! Because it's a... solid... liquid..? Yeah!!

Which is definitely NOT because it was never heated to any signifcant degree in the first place, but because this is magical fire, which heats to the temperature of the sun only where it wants to!

I really don't want to give this more attention than it deserves, which is basically none, but I'll just finish by saying that this technology has been known for ages.
Unfortunately, the energy you get by combusting hydrogen released from the electrolysis of water is less than the energy that it takes to electrolyse said water.
So it's useless, basically. Don't let anybody tell you anything else.
