      I voted parliamentary republic, although thats not exactly my choice.

      My choice is simple, its what the United States is, at its core, although its been corrupted over the past 2 centuries: A Constitutional Republic, where no law can be passed, or be enforced legally without being expressly obedient to the Constitution that created the Nation. And, in order for the Constitution to be amended to allow such laws, the entire population must take a vote on the amendment

      You're right to focus ultimately on the Constitution, the organic law. But the entire population already has "the right to change ultimate rules", and yet we have degenerated into corruption in different ways. Why?

      I can think of about 5 good Constitutional amendments directed at what I see as causes of the corruption you sense: 1) rules for the bureaucracy, not currently included; 2) revoke unilateral war-making power of the President; 3) refine rules on elections - campaign finance reform, electoral college reform; 4) ethics reform (outlaw conflicts of interest for lawmakers or administrators); 5) state's rights ... strengthen 10th amendment.

      How can the entire population do it's thing? How could Constitutional referendums better be financed and initiated? So far, the function has failed.

      How empower the populace to make such salutory amendments? How limit their ability to make stupid ones?

      Oh. That's #6. Last but not least ... it's actually got to be #1... nothing will change without that. And things may well only change for the worse, if we get it wrong.

      This is why you hit the key.

      With a change to "rules on how to change ultimate rules" ... you also affect (make) "rules on how to change rules about making ultimate rules". Unlike changes of lesser rules, a "rule on how to change rules about making ultimate rules" forever affects ALL future rules... ultimate and mundane ... even the future of that rule/right itself.

      Self-referential loop. Tricky. At this level ... all change is permanent, unlimited, and fundamentally unpredictable.

      Not you're average rule ....

      So ... you know who you trust.

      In fact, to expound upon what i wrote earlier, i'll go ahead and say that government has no prerogative whatsoever other than to defend its citizens. This means by maintaining a navy, air force, and an army during times of war, and a reserve army during times of peace. This also means protecting the citizens from each other by the use of courts and the rule of law. Basic crimes like murder, rape, torture, theft, fraud, espionage should all be illegal and prosecuted, but in my opinion any charge as to the possession of any item like guns, drugs, etc is null and void also. Obviously possession of important secret documents and the like is a different story. Also any "crime" that involves the defendant refusing to do something that they are asked to do is null and void, unless its a subpoena by a court.

      Also, hate crimes: they are only doubling on top of what the sentence would be in the first place. For example, a white man kills a black man: thats murder, plain and simple, regardless of race
