Teachers are not law enforcement. Silencing and punishing somebody for saying something are not within the range of what a governmental institution should be doing unless it's about a criminal action.

He's a minor, and therefore does not have all the rights of a person 18 or older. Also, students also only have limited rights, even if the students are no longer minors and are 18 or older. This has already been established by the Supreme Court.
So, if a teacher tells you to shut up, you'd better do it; otherwise, be a man and face the consequences and take some responsibility for your actions. All I saw in that video was some kid ranting about something he had no knowledge of. Besides, for all we know, the whole scenario could have been made up, or he's only giving us a very skewed view of what happened.
