      Help with identifying this?!!

Hello everyone, im sorry if this is in the incorrect section as i am new here. But recently this object appeared in one of my dreams, does ANYBODY have any idea as to WHAT exactly this thing is? It is curious because a few months back, my sister found this pendant and gave it to me, for some reason it lured back my interest in lucid dreaming and my motivation to learn hasn't faltered since. Any thoughts would be appreciated. Here are some photos of what it looks like:

That looks like it's a gyroscope or something very similar. Gyroscopes are really cool, it's kind of like a double spinning top. Once spun, they'll spin for a long time- some have been known to go on for hours or even days. It has no real use, but it's a pretty neat toy. I have one myself.

Unfortunately it does not in fact keep spinning, it can only rotate so far to the opposing side then stops. What i found to be highly interesting about this thing is that it has roman numerals ranging from 1 (I) to 13 (XIII) and then in the outer ring it has the numbers 10-90 (which i interpret to be degrees) And to add to the mysteriosity (not a word) the backside has New York, Los Angeles, Paris, and Toronto with degree numbers next to it. I havent the faintest idea what those mean. It's all quite confusing. Also, it does seem very very old. I dont know if that affects anything
