Actually, such a device was one of the first tools for LD'ing.
Stephen LaBerge invented a machine called the Dream Light, back in the '90's, that detected REM movement with (I believe) infra-red sensors. It could wake wake dreamers as you describe, or send a gentler signal to cue them to notice they were dreaming during the dream. He later marketed a less able (and less expensive) but similarly functioning device called the NovaDreamer. The trouble was, LaBerge was unable to successfully sell the devices, and they've disappeared (hints of a NovaDreamer 2 have been on the horizon for about a decade now, with nothing ever materializing).
Of, course, I have no answer for your OP, but I figured I'd share this bit... I'm sure someone will post shortly with info about the latest devices available.
