Lucid dreams aren't entirely unlike ordinary dreams. It's true that you're going to have more direct control over the dream, but the people are unlikely to act like zombies just because you haven't directed them to act some other way (I'm assuming that's what you meant.) Even in a lucid dream, your mind will probably still create a fully functional environment. Like sj said though, dreams often aren't rational, so who knows what they migth end up doing!

The problem with trying to test this in a lucid dream is that there is no definite answer. There's nothing to say exactly what they should be doing, and when you focus on studying a crowd in a lucid dream, they're definitely going to be influenced by your expectations.
