For one, I don't go having coffee, tea, and a chocolate bar in the middle of the night (if that's what you mean by the 60-90 min period). I think you're on the right track with the asking yourself questions - however that can also keep you up at night (not to mention make you frustrated).
What you need to do is get yourself at a point where you're really sleepy - to where you don't have to force yourself at all to keep still and relax. Usually this happends after a couple sleep cycles - in the middle of the night, more towards the morning.
Thing to consider:
1) You wake up many times during the night, but hardly remember it
2) It is during these quick awakenings that you should try the "am I dreaming, how about now?" method.
3) Your REM period (period dreaming) increases as the night goes on.
4) Since you'll spend more time in REM towards the morning, you have a greater chance of having a lucid then.
