Yes, I see where you're coming from. It is strange, you're right. But this is common, some people decide to give up on Lucid Dreaming and then they get a Lucid Dream dead on. Why is this? I don't know, I think it's because we're relaxing our mind yet keeping the information of Lucidity in memory. It's like when you think about something before bed, not everyone is going to dream about what they were thinking in bed, but they might do later on. I think that applies for Lucid Dreaming as well but for the longer term.
Also, I'd be typical and say it's just a matter of time, practice and training, but it's also about getting used to the feel of being aware you're dreaming and what it feels like. So yes, expecting to have a Lucid Dream may not work, but that mat be because you're over confident and think you have it dead on. Despite the fact that thinking that way gets some people Lucid a few times, it's not really a great idea to get ahead of yourself.
And that's my view of it. So to summarize, it's all about when people have the right knowledge in their head when they give up. Sorry if I went a tiny bit off track there.
