A dream guide is a dream character that a dreamer establishes or perceives as 'more than just a DC', meaning that they are typically logical and more stable than regular DCs, and that they often serve some sort of role as a tutor or mentor related to dreaming (and sometimes other things, and of course it depends on what you ask them). You can make any DC a DG just by expecting them to behave like that. When I'm lucid the majority of DCs that I engage behave this way, or are at least logical and consistent, because I want them to. I don't really buy into the whole DG thing. Why limit yourself to one logical, rational dream character when they can all be logical and rational and helpful and friendly?
