Yeah, all the time. It seems like the phone always rings right after I get into bed. Or the street will fill up with kids screaming and bouncing things (maybe each other). That's one of the reasons I've taken to sleeping with foam earplugs. They won't cancel all the noise -- you'll still hear the phone or your roomate's music, most likely -- but they'll go a long way toward muffling that thumping basketball or other more minor annoyances.
Other than that, make sure you take all possible steps to eliminate unnecessary interruptions before getting comfortable. Don't forget to turn off your speakers, unplug your phone or turn off the ringer, (that is, if you can afford to miss a call or two), and maybe ask your roomate to respect your wishes for a little quiet time.
