Thats my personal view thought.
I personally believe that live abounds, and that our galaxy is teeming with intelligent life. Most below our level of technology by a considerable margin. Still, I am also inclined to believe in Moore's Barrier. The notion that it is inevitable for any intelligent species capable of technology, to evolve said tools exponentially beyond their ability to control them, to the age of nuclear weapons and then inevitably, bioterror.
I do not believe any intelligent species in the galaxy has yet been able to do what is needed and build a secure public housing and essential resource distribution network, offered as a free opt-in to give all their people an equal chance to be safe from said threat, and that EVERY species that has reached this point we're about to reach have failed, and gone extinct, as will we if we continue to jihad on charity in this country because we're too damn greedy to allow such a return on the TRILLIONS we invest in national defense, which we currently get next to NOTHING in return for.
This is why the Universe, vast as it is, has greeted our SETI with such resounding SILENCE.
No intelligent life could stand idly by and watch the absolute EVIL that presides over this greedy black hearted little prison planet and do nothing. They either aren't in range, or...
They're all DEAD.

If said rocket has already entered low Earth orbit it has already burned it stages, and if you have the right lighting and atmospheric conditions, the light of the low-horizon sun illuminates high atmospheric ice crystals disturbed by the passage of the rocket. Notice how this video is also taken at twilight?
Besides, you can see the classic "wiggly line" exhaust trail further to the left towards the beginning of the video.
I've heard a vast number of theories in terms of the whole alien thing. Do I believe aliens exist? Yeah, I'm inclined to believe so. My brother says he's had an experience with a UFO. Was out one night in front of our house, looked up at the sky and saw very bright yellow lights in a v formation moving slowly in sync together and then shot out of his sight really quickly. He described each of the lights as being pretty large. He said each light was about the size of an airplane. It didn't make any noise or anything. Said he had never seen anything like it.
My dad has a degree in history, so he pretty much knows all about different aircrafts used over time. He doesn't know what it could be. Coulda been some secret government plane or something but I have no idea why they would want to come to my small town.
I think The Demon-Haunted World by Carl Sagan should be mandatory reading. It would really clear up a lot of these alien stories.
