Depends on what you consider space. According to string theory, time was there before the universe.
Time can't be manipulated, but it is relative to the viewer, tightly bound to the speed of light. The laws on physics just don't let you change the speed or direction of time. However, it's theoretically possible to jump between times, but not in any type of matter.
