As for the question about learning during lucid dreamnig, the answer is yes. You CAN learn or practice a skill during a lucid dream and it will carry over into your waking life. Most skills involve buiding comfort to doing certain actions a specific way - a routine of sorts.
You can train your mind through actions to become accustomed do doing something a certain way (throwing a ball, dancing, etc.). The more you practice, the more familiar it feels, the easier it is to perform the action, which leads to more control, and finally capablilty to do it better.
Now, if this action requires a certain strength (muscle) to achieve, that is something you have to practice in real life, obviously. You can't lucid dream about lifting weights and expect to build muscle tissue. Although, there is some who believe it is possilble to heal your body of certain ailments through lucid dreaming (mind over matter sorta thing). If this is possible, then why not influence the building of muscle tissue?
