Of course luck is involved, but by luck that could be getting a lucky decision from the ref, a lucky ricochet of a player for a goal - but in no way is the game 80% luck or you wouldn't see the same teams every year getting to the finals of these major tournaments! I would say only a very small amount is luck (excluding a penalty shootout).
You never see San Marino getting anywhere in major tournaments - or even England for that matter, and that is because the skill levels are not there, not because we're not getting 80% of the luck...
