Two more things that can help
- Asking another dreamcharacter where the person is: I've never gotten a negative answer here (ie: "I don't know"). They always seem to know where the person I'm looking for is. Ofcourse getting there is sometimes a different matter, but at least that way i'm on the trail 
- Start thinking on associations to the person (for example, if the person has a dog, think about the dog, think about his/her house, think about his/her job, think about your last time together. Go to a place where the person could likely be). This will facilitate the character's appearance. Basically, don't just focus on the person itself, focus on everything about the person.
Personally, I've been experimenting with going where the person is likely to be, rather then bringing the person to me. I use portals (doors/windows) to quickly change the dream around me and go search the person in his enviroment. So far I've had a better succes rate with that then trying to bring the person to me. Especially if the person you're looking for isn't likely to be found in your enviroment. For example, say you're trying to meet a historical figure, Napoleon for instance. He isn't likely to just wander around your town, so in order to bring him to you, your consciousness has to make a huge suspension of disbelief. Now if you can change the dream, and go to his era, his time, you'll likely have an easier time finding him. Well, I do, in any case.
